Just Cause 4 is just more of the same. The physics engine that has been around since Just Cause 2 is still fun to see in action, but that’s about it. There is nothing new about Just Cause 4 that makes it stand out from other entries in the Just Cause series. The Extreme Weather system that was meant to make a huge difference in Just Cause 4 just isn’t used enough for me to care, and outside of things going BOOM, the game just seems like more of the same.

Taking more of a narrative approach while not really offering all that much narrative but definitely adding a little more marvel in the form of cataclysmic weather events as the major antagonist, Just Cause 4 is a shade more than just another Just Cause game. The major gameplay loop of orchestrating chaos remains true to the series but it is meted out just a bit more slowly while unlocking the goodies to perform your opus just a bit more freely. If you've played a past Just Cause game, then you likely have experienced all of the best moments that Just Cause 4 is putting on display. A new region, some new gear, and a new checklist of tasks to accomplish isn't enough to make up for the grueling hours you'll have to put in doing the same tiresome missions over and over again just to reach its conclusion. Just Cause 4 is not a better game than its predecessor. In many ways, it feels like the same game, just with a new continent to explore. Just Cause 4 certainly isn’t a bad game, but it feels a bit like a wasted opportunity. The fun you can have outside of the game’s campaign shows that the world and the tools you’re given work in harmony with each other, but you’re never given the freedom to really make use of them during missions. It’s like being given a box full of LEGO but then being told you can only use the old-fashioned system bricks to build with; you know there’s fun to be had, but your creativity is stifled. Just Cause 4 is another solid entry in a franchise that continues to bring me hours of over-the-top, hilarious action. It doesn’t do enough to evolve the franchise, and doesn’t make enough use of the new weather effects, but the new tools available to Rico and the improvements in customization options is well-worth the price of entry.

As I booted up Just Cause 4 for the first time, I reminisced over about how much I loved the last game, despite its issues. Just Cause 4 manages to fix a lot of those problems and still keep it outrageous. I strapped a rocket booster onto a llama and sent the poor fella into orbit. A rocket-powered llama. I can’t make this stuff up.

This review left us conflicted. On one side, we can’t deny we had a lot of fun dipping in and out of Just Cause 4. It’s an exciting, crazy sandbox with some wonderful tools and pretty non-stop action. The downside is - Just Cause 3 did most of this stuff a lot better. Even ignoring the bugs and glitches, replacing the Chaos meter with a mission-focused war doesn’t really work for Just Cause - especially when those missions repeat a lot. Open-world games are changing. Ubisoft have been gradually transforming their open-world titles into RPGs, while Rockstar have fallen in love with online multiplayer, and, uh, horse testicle simulation. The Just Cause series is one of the last remaining proponents of an earlier open world philosophy that emphasizes do-it-yourself mayhem over story, realism, or live-service-pushing interconnectedness. With Just Cause 4, developer Avalanche Studios sticks stubbornly to their guns, delivering more gleefully-mindless destruction than ever.

Just Cause 4 has everything you expect from a Just Cause game, almost to a fault. Relative to Just Cause 3 the improvements are widespread across its beautiful open world, but generally minor. So while blowing up yet another dictator’s army is the same kind of mindless explosive fun and physics-based comedy the series is built on, it doesn’t do much to incorporate the new weather systems or grapple mods into combat. That leaves me with a distinct “more of the same” feeling.

Beyond the occasional crashes and the visual flicker, the game ran fairly well with so many things happening on screen. I never noticed any significant slowdown, even with the game’s weaponized weather completely upending the area around me. At worst, there’s a slight framerate dip with massive rapid explosions, but nothing that impacted my gameplay experience. Overall, Just Cause 4 is a very entertaining package and its potential won’t be fully tapped for a long time.

I'm just at a loss as to how this has happened. Just Causes have been buggy, sure. But they've never felt at least six months from finished. I cannot fathom how this wasn't lengthily delayed, because it's in such a dismal state. Although that said, even if the bugs and AI were fixed, it would still leave behind a version of Just Cause that barely changes anything you actually do since the third edition, yet has made every aspect of doing it so astronomically more annoying.
